I was briefly a driving instructor in college - when asked what I learned from it in an interview, I replied "I learned to be stoic in the face of death - Hemingway would be proud." Teenagers are easy to teach (only had 1 who had any difficulty), adults are nearly impossible.

Maybe it's because in your country people start learning as teens, so a grown up who hasn't learned to drive sooner may have something that prevented him learning sooner, and that might still be an obstacle, like fear of driving. In my country is different. You must be an adult to take driving lessons. Even so, people usually learn fast.
